Role Overview

The Manager Safety, Development and Training plays a critical leadership role in providing strategic and operational oversight of Work Health and Safety (WHS), organisational development, learning and training functions. This role leads a diverse and high-performing team, partners closely with leaders across Council, and drives initiatives that strengthen organisational capability, culture, wellbeing, and safety excellence. Job Offering

  • Base salary range: $139,000 – $150,000 (dependent on experience)
  • 12% superannuation
  • Vehicle allowance: $17,600 per annum
  • 72.5 hours per fortnight with one RDO per fortnight
  • 4 weeks annual leave with 17.5% leave loading

Key Responsibilities

  • Provide strategic direction and day-to-day leadership for Council’s safety, learning, and organisational development functions, ensuring initiatives are practical, future-focused, and aligned with Council’s broader objectives.
  • Lead and empower a multidisciplinary team, creating an environment where collaboration, accountability, innovation, and continuous improvement are actively encouraged.
  • Partner with senior leaders and operational teams to strengthen workforce capability, leadership effectiveness, and organisational culture across the organisation.
  • Design and deliver contemporary programs that support leadership development, workforce planning, succession management, employee wellbeing, and organisational performance.
  • Establish and maintain a strong, proactive approach to Work Health and Safety, embedding safe systems of work and promoting shared responsibility for safety and wellbeing.
  • Oversee the management of workplace incidents, investigations, rehabilitation, and return-to-work processes, ensuring outcomes support both people and organisational learning.
  • Ensure Council maintains compliance with all relevant WHS legislation, standards, and regulatory requirements, including psychological health and safety obligations.
  • Guide the effective use and ongoing improvement of Council’s Safety Management System and Learning Management System to support operational and training needs.
  • Lead the planning and delivery of mandatory, compliance-based, and professional development training programs across Council.
  • Analyse workforce, safety, and engagement data to provide meaningful insights that inform decision-making and continuous improvement.
  • Contribute to budget planning and financial oversight to ensure resources are managed responsibly and deliver value to the organisation.

Qualifications and Experience

  • Relevant tertiary qualifications or significant senior-level experience in safety, organisational development, learning, or a related discipline.
  • Proven experience leading WHS, training, and organisational development functions within a complex organisation.
  • Local government experience in a similar role is a must but this can be combined with private sector experience.
  • Strong working knowledge of WHS legislation, risk management, and contemporary safety practices.
  • Demonstrated ability to lead and develop high-performing, multidisciplinary teams.
  • Experience partnering with senior leaders to deliver organisation-wide initiatives.
  • Well-developed communication and stakeholder engagement skills.
  • Strong judgement and professionalism when managing sensitive and confidential matters.
  • A practical, solutions-focused leadership style and the ability to operate across strategic and operational environments.
  • Must be a people person who enjoys mentoring and advising the team and enjoying seeing the team grow and develop.
