Manager Infrastructure – Regional Queensland Council
The Opportunity
A Regional Queensland Council is seeking an experienced and motivated Manager Infrastructure to lead the planning, delivery, and performance of roads, drainage, civil construction, and essential infrastructure services.
Manager Infrastructure Services and is responsible for delivering Council’s capital works program while leading a diverse operational workforce of approximately 30 staff.
This is an opportunity to influence long-term community outcomes, strengthen infrastructure sustainability, and contribute to the growth and liveability of a remote Aboriginal community.

About the Role
As Manager Infrastructure, you will lead the operational delivery of Council’s civil works and capital projects, ensuring high standards of quality, safety, risk management, and community value. Responsibilities include:
• Leading the strategic direction of Council’s infrastructure projects
• Managing the planning, development, and delivery of capital works programs
• Preparing project scopes, business cases, budgets, and project plans
• Overseeing tendering, procurement, contract management, and project close-out
• Managing reporting systems, compliance, KPIs, and financial performance
• Identifying and managing project risks and embedding robust WHS practices
• Providing leadership, mentoring, and development for an operational team of 30
• Ensuring quality assurance, documentation control, and continuous improvement
• Building and maintaining strong relationships with stakeholders, contractors, and the community
About You
You are an experienced civil infrastructure leader with strong operational management capability and a commitment to community-focused service delivery. You thrive in regional environments and demonstrate strong cultural awareness and adaptability.
You will bring:
• Certificate IV in Civil Construction plus significant experience in infrastructure delivery
• Certificate IV or postgraduate training in Project Management
• Demonstrated success managing a broad program of works
• Proven leadership and people management skills
• Strong understanding of WHS, risk, contract management, and compliance
• Ability to communicate effectively with operational teams, senior management, Councillors, and the community
• Current Driver’s Licence
Desirable:
• Senior management experience within Local Government
• Knowledge of disaster planning
• Experience working and living in a remote community
