Manager of Works – Regional Queensland Council
The Opportunity
A Regional Queensland Council is seeking an experienced Manager of Works to lead the delivery of civil, construction, and operational works programs within its Infrastructure Services Department.
This role is central to ensuring the effective planning, construction, and maintenance of essential community infrastructure. Reporting to the General Manager Infrastructure Services, you will oversee civil projects, contractor management, asset planning, and operational teams including Plant, Airport, and Town Services.

About the Role
The Manager of Works is responsible for leading, planning, and delivering a wide range of civil and operational works programs. Key responsibilities include:
• Managing multi-disciplinary civil and building projects from planning through to completion
• Overseeing contract preparation, tendering, design, construction, and handover
• Providing specialist civil engineering advice and applying road construction/maintenance principles
• Monitoring project scope, costs, risks, and timelines, ensuring compliance and quality
• Preparing project budgets, cost estimates, and monthly financial reporting
• Leading and supervising operational teams including Plant, Airport Services, and Town Services
• Maintaining strong relationships with internal and external stakeholders, consultants, contractors and regulators
• Developing and administering asset management plans, valuations, condition assessments and risk registers
• Ensuring plant, equipment, and materials are managed effectively
• Coordinating procurement, scheduling, and operational planning to meet service delivery requirements
• Contributing to continuous improvement of project delivery and operational processes
About You
You are a capable, solutions-focused leader with strong experience in civil works, infrastructure operations, and project management. You enjoy working in a dynamic environment, can make sound on-site decisions, and take pride in supporting your team and community.
You will bring:
• Tertiary qualifications in Civil Engineering, Project Management, Construction Management, or related field
• Extensive experience delivering complex civil works and infrastructure projects
• Strong contract administration, budgeting, and cost control capability
• Proven leadership experience managing operational crews and contractors
• Excellent communication, reporting, and stakeholder engagement skills
• High-level planning, organisational, and time-management abilities
• Current C-Class Driver’s Licence and Construction White Card
• Experience working in Local Government or remote communities
