Role Overview
The Manager Civil (Roads & Drainage) is a senior leader responsible for directing the delivery, upkeep and future planning of the region’s roads and civil infrastructure, ensuring works are carried out safely, efficiently and within budget. The role oversees teams, budgets, long-term asset strategies and major projects, while strengthening safety, performance and collaboration across the organisation and with external stakeholders. It also provides expert guidance to executive leadership, supports disaster response activities and drives continuous improvement to ensure infrastructure services meet the community’s current and future needs.

Key Responsibilities:
- Provide high-level direction for the planning, delivery, and upkeep of civil infrastructure assets
- Manage the implementation of capital works initiatives and the routine maintenance of road networks and related infrastructure
- Lead a large team of 150 across multidisciplinary areas
- Guide and mentor cross-functional teams to foster strong performance and alignment with organisational goals
- Promote coordinated service delivery consistent with Council’s Corporate Plan
- Establish and maintain productive relationships with internal departments, government bodies, contractors, and the wider community
- Maintain adherence to all relevant legislation, safety requirements, environmental obligations, and quality frameworks
- Oversee financial planning, budgeting, forecasting, and reporting to achieve cost-effective outcomes
- Encourage innovation, continuous improvement, and the successful adoption of change initiatives
- Support emergency management and disaster recovery efforts as needed
Experience and Qualifications
- Demonstrated leadership experience managing large operational teams
- Strong background in civil infrastructure delivery, construction, and maintenance
- Proven ability to lead organisational change and foster a culture of accountability and safety
- Extensive project management experience delivering complex programs
- Tertiary qualifications in Civil Engineering (or equivalent)
- Registered Professional Engineer Queensland (RPEQ) status or ability to attain
- Excellent stakeholder engagement, negotiation, and communication skills
- Strong financial management capability
