Role Overview
This senior project development role will take complex construction opportunities from early planning through to delivery, assessing new projects, shaping delivery strategies, coordinating technical inputs and turning early concepts into well-defined, commercially sound outcomes. With a strong focus on civil and site development, you’ll oversee everything from earthworks, roads and drainage through to utilities, foundations, external works and building interfaces, while helping connect onsite construction with offsite delivery. It’s an ideal role for someone who enjoys getting involved early, solving complex project issues, creating clear scopes and setting projects up for a smoother, more predictable transition into construction.

Key Responsibilities
- Assess new opportunities, clarify client objectives and determine project scope, staging, construction requirements, constraints and delivery approach
- Coordinate concept planning, early design, site servicing and civil infrastructure requirements including earthworks, roads, drainage, sewer, water, utilities and external works
- Manage input from engineers, architects, planners, surveyors, certifiers and other consultants, ensuring designs are coordinated and sufficiently developed before procurement and construction
- Review project documentation to identify scope gaps, interface issues and delivery risks, while supporting tendering, estimating, cost planning and programme development
- Assist with planning approvals, authority liaison, contractor work packages, pricing reviews, contractor selection and commercial negotiations
- Help establish practical project execution plans and maintain oversight of programme, cost, variations and key milestones throughout delivery
- Work closely with clients, contractors, suppliers and internal teams to resolve design and construction issues and maintain clear communication throughout the project lifecycle
- Identify opportunities to improve buildability, sequencing, cost efficiency and overall project outcomes, while helping establish consistent delivery processes for future projects
- The position also has a strong commercial focus, including budget management, risk identification, procurement and improving project margins through better planning and delivery methods.
Qualifications and Experience
- Strong background delivering civil, land development, building or multidisciplinary construction projects
- Sound practical understanding of civil construction and site development
- Proven experience coordinating multiple consultants, contractors and project stakeholders
- Experience taking projects from early concept or tender stage through pre-construction and into delivery
- Strong knowledge of project programming, procurement and construction cost management
- Ability to confidently read and interpret drawings, specifications and construction contracts
- Strong commercial judgement with the ability to identify project risk before it becomes an issue onsite
- Well-developed communication, negotiation and relationship-management skills
- Ability to manage competing priorities across multiple project workstreams
Highly Desirable
- Qualification in Construction Management, Civil Engineering, Project Management or a related discipline
- Background delivering subdivisions, housing developments, lifestyle communities, accommodation projects or similar multi-building developments
- Experience spanning both civil and building construction
- Exposure to Design & Construct or full turnkey project environments
- Experience dealing with councils, authorities and development approval processes
- Experience developing projects from feasibility through to construction commencement
